Is gender dysphoria a genetic problem?

If two brothers are both trans and they both had dysphoria to different
degrees is it safe to say that this is a genetic problem?

The main cause of transgenderism occurs due to in-utero hormone levels at
certain points of the fetus development. These hormones “encourage”
sexually dimorphic development in the brain, but without any effect on
the body, except for some minor dimorphic things like digit ratio, for
example.
Another cause could be undetected intersex conditions ( like Partial
Androgen Insensitivity Syndrome).
Both of these issues can be caused by the way our genes work, so it can
be genetic to some point.
