The truth is that intelligence is determined by both genes and enviroment in equal measure.
If parents with an average intelligence put their child (that also has the potential to be average) in a stimulating enviroment, then it is more than likely that the child will become intellectually superior.
Nature provides us with a starting point, but reaching our full potential is a matter of circumstances.
